Our Project
BlackRock Metals is developing a fully integrated metals and materials manufacturing business from its , world-class vanadium and titanium bearing magnetite (VTM) deposit located in Quebec, Canada. The project includes the development of a mine and beneficiation plant in Chibougamau, and a metallurgical plant in Saguenay.
We have committed to raising over $1 billion to fund and construct the BlackRock Project.
Our vision is to grow our business, create employment and business opportunities, and contribute to the sustainable development of the nearby communities while protecting the environment and preserving the cultures and traditions of the local populations, during and after construction.

Project Initiation
BlackRock Metals started extensive exploration of its mining claims in the Lac Doré metallurgical complex near Chibougamau, Quebec in 2008 and in the ensuing years, funded and collected over 45,000 meters of drill core to build a data set that is the foundation of the BlackRock geological model.

Project Initiation
Beginning in 2010, BlackRock Metals commissioned and completed multiple engineering studies for our mine, benefication and metallurgical plants that confirmed economic and sustainable benefits. These studies guided our design and execution plans, culminating in the definitive project feasibility studies that were used to procure certificates of authorization and environmental permits.

Project Planning
Experts in project management and technology collaborated with BlackRock Metals to design a robust Project Execution Plan that meets the project objectives. The Project Execution Plan plans cover all areas including scope, schedule, budget, human resources, procurement, quality, communications, and stakeholder management.

Engineering has advanced to the point that construction can start at both sites.
BlackRock Metals developed an innovative and eco-friendly design during the feasibility phase which started in 2015. Working with technology partners and engineering firms, the Front-End Engineering Design (FEED) phase started in 2017.

In 2019, BlackRock Metals received global environmental authorizations for the mine, benefication plant and metallurgical plant.. Construction permits have also been obtained.

Operations
Operations are expected to continue for many decades, well beyond the average lifespan of a typical mining project. The mine and beneficiation plant will have a positive impact on employment and the economy in the towns and communities of Chibougamau, Chapais, Ouje-Bougoumou and Mistissini, in Northern Quebec and in Mashteuiatsh.

Operations
Operations at the metallurgical plant will use innovative technology to reduce emissions to 30% of the industry average and will produce products to help mitigate climate change.
The plant, located at the Port of Saguenay Industrial Zone, will bring employment, and boost the economy of the Saguenay-Lac St-Jean region and the Innu communities of Mashteuiatsh, Essipit and Pessamit.

Closure and rehabilitation
BlackRock Metals has developed a closure and rehabilitation plan to ensure long-term physical, chemical, and biological stability of the mine and to eliminate environmental and health risks.

The cost of this plan will be fully funded and secured before operations begin.

The purpose of this plan is to restore the site for land users when operations end. We will dismantle and demobilize the infrastructures and equipment located on the property, rehabilitate the storage areas and affected surfaces, and revegetate the affected areas.
